Canada just updated a rule for some smaller employers hiring low-wage temporary foreign workers. On August 18, 2026, Canada updated how the TFWP low-wage worker cap is calculated for workplaces with fewer than 10 employees. What does “low-wage” mean? It does NOT mean unskilled or minimum-wage worker. Under the TFWP, it generally means the offered wage is below the applicable provincial/territorial wage threshold. It describes the position, not the person’s skills or value. Under the updated calculation, smaller workplaces may generally employ up to: → 1 worker where the 10% cap applies → 2 workers where the 20% cap applies As a career coach, my suggestions: → Don’t target only big companies. Explore small and mid-sized employers too. → Look beyond major cities where competition can be different. → Understand your NOC and search using multiple relevant job titles. → Lead with your skills and value, not “Do you provide LMIA?” → Never build your entire career around one immigration pathway. Rules can change. An LMIA or job offer does not guarantee PR. Follow @maple_stories_swan for Canada career, job-search & newcomer updates.
